Extract from the Report of Inspection of the Dept. of Arkansas dated Jany 13th 1865 by D.B. Sacket, Col. and Insp. Genl.

Contraband Camp and Farm near Little Rock, Ark.

Cotton has been raised and sold on the Plantation but nothing has been said about paying for the provisions issued to the Superintendent of the farm, for the last eight or ten months. From what I could learn it appeared to be the intention of those in charge of plantation matters at Little Rock not to pay for the provisions issued, if they could avoid it. The Com-of-Sub (Capt Tittman) who make the issues, was not aware he should be paid for the provisions. He could find no order or authority in his office for these issues: and his reason for doing it was that his predecessor had done so. I have seen no order on the subject, but I know Capt Allen, at Helena a most excellent and careful Com. of Sub., requires the money to be paid down, when the
