I beg to recommend Major B.W. Norris Ass Paymaster as a highly suitable man to be employed in the Freedmen's Bureau -
He is honest, well-educated, zealously loyal and anti-slavery - and of large experience in business affairs -
It will be personally very gratifying to me if you can employ Maj. Norris -
