Dear Sir.
This is to recommend Mr. J.J. Colton for an appointment in the service of the important department over which you preside. I have known Mr. Colton for several years in my capacity of member of the Board of School Committee of the City of Lowell Mass. & can cheerfully testify that he has shown a very satisfactory, & I may say, superior, administrative ability in a situation which we have always regarded as peculiarly delicate & difficult: & I have confidence that the same administrative powers would avail him in any duties of superintendence in the work of education among the freedmen of our land. He will be found a faithful & conscientious Christian man, & worthy to be trusted anywhere.
