Phila July 20, 1865

To Major Genl O.O. Howard
Chief Bureau Freedmen and Refs

Dear Sir
I know not whether you are in need of any additional force to your staff of officers, but I venture to bring to your notice a gentleman admirably qualified to fill an important position in your Bureau. I do it the more cheerfully because he is not asking for any office. I refer to the Revd J.B. Pinney who went on a missionary to Africa upwards of 20 years ago, and who was afterwards Govr of Liberia. His whole life has been successfully devoted to the best interested of Africans here and in Africa. For may years, he has been the chief Laborer and Secretary of the New York Colonization Society enjoying the confidence and support of some of the best men in the city and state of New York. I have known him well for 20 years and do not know him superior for many may positions in which you could place him.
