which however kindly conceived was ignorant of the military insecurity of these regions and would have exposed the blacks very largely to massacre or have interfered with military operations by the reduction of expeditionary forces for guard duty and by throwing his management into the hands of civilians devoid of all power in the state of violence and under martial law to enforce justice for themselves: much more to support or vindicate the dependent and helpless negro: would have let loose upon him the most bitter prejudices, and by putting him under the control of the same class of officers who control money would have produced nearly the same condition in the relation of capital and labor, out of which sprung the abominations of the old system of bondage.
