Allow me to recommend, for an Asst. Commissioner under the act establishing a Freedmen's Bureau Rev. H.W. Rugg of Bath, Maine. Mr. Rugg is a gentleman of capacity and strict integrity, and has received a good business, as well as professional, education and experience. He has spent some years in the South, and is familiar with the habits and wants of the Southern people and is in my opinion, peculiarly qualified for the position to which he aspires. I earnestly hope you will give him the appointment and greatly oblige
