2. Many Negroes and Puerto Ricans are seeking the help of neighborhood groups. In 1959, there were eighteen fair housing groups throughout the entire country. In 1966, there are at least thirty such groups in the five boroughs of New York City alone. 

3. The greatest need today lies in the field of low income housing, mainly government financed. This is an area in which CCRM's techniques are not applicable. 

Because of these reasons CCRM believes the best course is to cease activities. We plan to have the National Committee Against Discrimination in Housing receive our remaining assets because of the important contribution this Committee is making toward eliminating unfair housing practices throughout the nation.
