question of what is to be done about these remaining hundreds of thousands of people who are in great need of housing.

The film will be able to be completely documentary, relying nowhere upon arranged or unreal scenes. For some of the material we will draw upon stock or news shots. For the rest we will rely upon the actual conditions and people as we find them. The pictures will be supplemented by a narrator, by music and by incidental sounds.

Through such a film we hope to build up a public sympathy and understanding of the need for housing for some 40,000,000 of Americans. Second, to popularize the idea of a planned community.

We wish not only to awaken in our audience some feeling of responsibility and concern for the great segments of population shunted into cast-off sections of cities, and worked-out farms in the country; but we wish also to articulate for our audience their own needs in housing, to spread some understanding of what housing can and ought to be for people of low income.
