Dear Ruth,

I appreciate the comments contained in your letter of June 8 relating to the tentative program for the 8th Annual Convention of the NCAI.

I had considered Senator Humphreys for a speaker but in view of the temper of the country I did not know if it would be politically expedient for us as an organization to be identified on a national level with a man who is ultra-liberal any more than we could afford to identify ourselves with a man who is ultra-conservative. Therefore, I hesitated in making the suggestion, but in view of the fact that this has been cleared with people who are much more politically in the know than me, I certainly do not voice any objections to the selection of Senator Humphreys as a speaker.

Mrs. Lyons has been eliminated from the program and the name of Amanda H. Finley will be inserted in the program as Membership Chairman, if the Judge so requests.

In transmitting the tentative program to Judge Johnson, I had considered the advisability of two speakers at the banquet and suggested Mrs. Roe Cloud as the keynote speaker. I presume that he will follow through with that suggestion in view of the comments contained in your letter of June 8.

The program has been revised for the submission of written reports by the Secretary, the Treasurer and the General Council.

The reason for the proposal of the subject in the panel discussion was in order to obtain an expression from our organization on this problem. It appears that since Arizona and New Mexico have been successful to the point they have in obtaining Federal contributions, Minnesota, Wisconsin and many other States who have formerly borne this expense from State funds are now knocking at the door of the U.S. Treasury for Federal contribution. If the panel discussion is not the proper place, then at least we should go on record in the form of a resolution on that problem. Instead of the subject listed on the panel I have substituted the following subject, the terminology of which can be revised: "Relationship between Indians on Reservations and non-Indians in adjoining communities based upon appreciation of contributions Indians can make to communities living and non-Indians can make to reservation living."

The address on the third day of the convention has been eliminated and "open forum" inserted. It is believed that it should be stated in the open forum that there will be a time limit of 10 minutes to each speaker. This will eliminate some individual taking up the entire time set for the open forum.

In order for your suggestion about the Resolution Committee having all resolutions from the Workshop Committee available for discussion and vote at 9 a.m., on Friday, it is believed that the resolutions committee members
