Garry, Coeur d'Alone Opening There has been progress, yes, but there are still too many Indian people living in isolated communities, and too many who -- because of poor lands, lack of capital, adequate education, medical care, and jobs -- are prevented from becoming contributing members of the social, economic, and political life of their communities. Too many are living in want and hardship. The opportunities for this group lie in the development of their resources, human and natural, and the responsibility for protecting these resources lies largely with us. There is able Indian leadership and intelligence within our ranks that need only to be welded together. We need only to learn more confidence in one another and to work together. Therefore, we earnestly invite the thinking, the services, the contributions, and the membership of Indian groups and people. Out of a deep sense of impending danger the National Congress of American Indians calls upon Indians everywhere to put aside their differences and to join more strongly together with the help of friends of Indians to protect Indian rights, properties, and values. W. W. SHORT, President
