Your communication of the 15th inst has been received, I answer as follows:
1st A freedman enlisting as a volunteer after July 12th 1864, is entitled to bounty as follows: If enlisted for one (1) year, $100.00, if enlisted for two (2) years, 200.00, if enlisted for three (3) years, 300.00, provided that he is not discharged before the expiration of his time of service. If discharged before the expiration of the time, for which he was enlisted, he is entitled to receive only that portion of the bounty which has
