Respectfully forwarded to Major Gen'l O.O. Howard, Com'r Bureau R.F. & A.L. It will be seen by the enclosed paper that there is almost positive proof that the late 
so-called Confederate States were the bona fide owners of the iron laid down up the Road bed of the Florida Branch R.R., except the Six hundred and thirty six tons claimed by Mr. Scriven, President of the Atlantic and Gulf R.R., amounting to some fifteen hundred tons which is now clearly the property of the United States. I respectfully recommend that permission be given to Mr. Scriven, President of the A. & G. R.R. to take the six hundred and thirty six tons claimed by his Company - said iron to be removed from the end of the Road most distant from its connection with the A. & G. R.R., and that instructions be given the undersigned to take possession of the remaining fifteen hundred tons or thereabout and hold the same subject to the orders of the Commissioner.
