States that while at Savannah, on account of the difficulty of processing mechanics to work on the Guyton Hospital, & the high price charged for their labor, he directed Col. Sickles to go among the soldiers and offer .50¢ pr day to any mechanic who would volunteer to go to work, & he obtained 20 or 25 good mechanics. - states that this will save Govt. $100.00 pr day & the Bureau will obtain the Hospital much sooner than otherwise.
