General

I had the honor to receive on the 16th , your communication of the 6th inst. enclosing copy of a dispatch from Maj. Genl. O.O. Howard referring to Genl. Gregory of the Freedmens Bureau.

I have made confidential enquiries of several well informed and reliable citizens of this place and Houston in relation to the manner in which the affairs of the Bureau are conducted, as understood by citizens generally, and from the information and the representation frequently made to me by citizens from various sections of the State, I submit the following.
