States that there still exists in his District a very hostile feeling towards the Freedmen, especially those who have been in the Army - that a colored soldier was killed on the Street by a man named P. Perry who made his escape not withstanding effort were made to arrest him that citizens appear to justify Perry's act with no other reason than that the soldier was a "d--d negro."
