General,

I have the honor to report that there still exists in this District very hostile feelings towards the Freedmen, and especially against that portion who have been in the Army.

One colored soldier was shot on the street to-day and killed instantly by P. Perry who made his escape in the face of the Police.

The Provost Marshal made an effort to arrest the perpetrators of the crime but without success.

Citizens with whom I have talked seem to justify Berry in his cowardly act, and with but little reason, other than the soldier was a "d__d nigger".  Officers and soldiers with whom I have conversed, and
