Dear General
To day I received a letter from Dr. J. I. Robinson of Washington Wilkes Co Georgia asking me to send up a [[strikethrough]] certain [[/strikethrough]] soldier to assist in arresting a man who had stolen certain Bank funds from parties on their way back to Va. Towards the close of his letter he speaks of the freedpeople and as I see by the Newspaper that somebody has found fault with my management in that Co I enclose an extract from Dr Robinson's letter for your information. I am glad to add that contracts are being rapidly made in many parts of this State- generally for good wages- although I regret to say that in some locations there is an evident desire to take advantage of the ignorance of the Negro and get his labor for inadequate wages, hence the necessity for Par. 25. of Circular
