Respectfully returned to Capt R.S. Lacey Supt. Bu. R.F. & A.L. Lynchburg Va. I have carefully investigated the within alleged cruel punnishment of a Freedwoman and find that the woman was not "tied up by the thumbs" as alleged but by the wrists without suspension for a space of 10 or 15 minutes - that this punnishment was inflicted for extreme insolence on the part of the woman. It also further appears evident that M.J. Joyce reported the matter through malice and for the purpose of seeking revenge for the provost Marshall having ordered him arrested and punnished for drunkenness and disorderly conduct on a subsequent occasion.
