I have the honor to apply for assignment to duty in the Freedmans Bureau. In support of this application I would say that I have been in the service nearly four years - during the past year in the Bureau of the Provost Marshal General as Actg. Commr. of the Board of Enrolment of this Dist, Provost Marshal of the 16th Dist of New York and 12th Dist Pa. Four years preceeding the breaking out of the Rebellion I resided on Plantations in Southern Miss. thereby giving me a knowledge of Southern Institutions and character that in my opinion would be of great value to me as an Officer of this Bureau. Hoping this may meet with favorable consideration.  I am General
