I beg leave to respectfully inform you that my salary according to law is, when reduced by payment of Internal Revenue Tax, about (200.) two hundred dollars per month.

I am under heavy bonds, have an enormous work, and am responsible for millions of Dollars worth of property. I have my family here and it costs me more to live than I draw as a salary.

Rather than borrow money, I feel that in the exercise of some discretionary power, you may order that, in the absence of an appropriation by Congress for the support of the Bureau, and as we have to pay expenses from local funds, that you order an increase of my
