I learn from the public prints that the several laws for the regulation of labor in this state which have for some times passed engrossed the attention of the Legislature have at last passed both houses and now only await your signature to become the law of the State.

Your Excellency is of course perfectly aware that by the Act of Congress approved March 3rd 1865 "To establish a Bureau for the Relief of Freedmen and Refugees &c", the control of all subjects relating to refugees and freedmen is committed to this Bureau, and that I as the Assistant Commissioner for the State of Louisiana, am required to regulate these in strict conformity with the instructions which
