I have the honor to acknowledge the receipt of your letter of advice dated Sept 6th, and would beg leave to submit the following letter for your consideration, as containing some of my views on the subject to which you call my attention. I would not trouble you with this communication, did I not feel that the subject is worthy of great consideration, and a bad policy adopted now with reference to the administration of justice and the establishment of courts may lead to evils that will be irreparable in the future.
