CIRCULAR, No. 6. 
HEADQUARTERS DEPARTMENT OF MISSISSIPPI,
OFFICE CHIEF QUARTERMASTER,
Vicksburg, Miss., September 8, 1865.

I. The following decisions of the Commissioner of Internal Revenue, and the Quartermaster General, are published for the information of officers of the Quartermaster's Department of this Command:

"TREASURY DEPARTMENT,
Office of Internal Revenue,
Washington, August 29, 1865.

COLONEL:
Your letter of August 19th, is received. I reply that citizen witnesses cannot be considered employés of the Government; therefore the salary tax should not be withheld from the amount paid them for attendance before Courts Martial and as traveling fees to and from said Courts.

"QUARTERMASTER GENERAL'S OFFICE,
Washington, D.C., August 20, 1865.

COLONEL:
In reply to your letter of the 16th inst., you are informed that when certified vouchers are issues for services rendered by an employé of this Department, the fact will be stated in the column of remarks on your Report of Persons and Articles for the month to which said vouchers relate. In the subsequent reports, the time and amount covered by said vouchers will be omitted from the total time and amount due and remaining unpaid.

2. Paragraph 1023, Revised Army Regulations, is still in force, and the provisions of General Orders No. 113, A.G.O., June 15th, 1865, are intended to apply only to the special reports and invoices called for by that order. (G.O., Q.M.G.O., No. 45, July 22d, 1865.)

3. Officers of the Quartermaster's Department, will furnish supplies of Quartermaster's Stores, means of Transportation, Buildings, Storage, &c, to officers of the Bureau of Refugees, Freedmen, &c., only on the requisitions which have been approved by the Commissioner of the Bureau. and then submitted to the Secretary of War for his orders thereon. (G.O., Q.M.G.O., No. 49, August 21, 1865.)
