Respectfully returned. There is no authority for the Q.M. Dept furnishing transportation to the Freedmens Bureau except under the provisions of Circular No 7. W.D. Bureau R.F. & A. L., June 13, 1865. (being regulations approved by the Sec of War in accordance with Sec 2 of the Act of Congress establishing said Bureau, approved March 2nd 1865) and these regulations it will be seen restrict the transportation to the teachers of said Bureau and that upon gov't transports or military railroads.
It is understood from verbal reports made by Capt Parker, A. Q.M. in charge of Rail and River Transportation at this place that there are no Government Transports at
