Respectfully returned.  This application was made not more to meet the present emergency than to ascertain our status.  No orders have been received authorizing the expenditure of the fund accruing to this Bureau, as suggested by Colonel Whittlesey.  On the contrary G.O., Q.M.G.O. No 49, cs, clearly indicates that necessary supplies are to be obtained from the Q.M.D., upon requisitions properly approved.  That transportation is to be made an exception to this general ruling and paid for as demanded, is unlikely.  That transportation (not the means therefore, as boats, teams, etc.) is only to be given upon requisitions passed through the long channels indicated in the order referred to, would seem equally unlikely.  Emergencies have arisen and will hereafter arise, from overflow, etc, demanding the prompt delivery of stores at some point distant from a Depot.

Government furnishes the rations, and that too upon requisitions through the ordinary channel (See Cir 8., Bureau R.F. & A.L., Par I.)  But by Col Whittlesey's interpretation the transportation needful to make the supplies available, is only to be obtained from the
