to advise you - the lessees and Planters about River Bluff say with a single exception (and he an old Slave driver) that the Freedmen are working satisfactorily and that the wages 20$ per month and board is cheap enough with cotton &c at present prices – some of them (the Planters) Col Williams informs me expect to make this year $20,000 to 30,000$- 

The Freedmen are anxious to establish Churches and Schools and if their labor will bring in the market sufficient to enable them to do, these things – they are clearly entitled to the privilege -
