mind of a mere doubt upon that point will ensure the observance of a proper caution in regard to any proceeding in this State suggested for your adoption, but because I shall be always pleased to have the benefit of your advice and experience in any action I may have to take touching our questions of labor or the relations subsisting between our White and Colored races.

As my Executive term is drawing to a close I have deemed it proper to submit this letter to the Governor elect who will shortly succeed me (the Hon. Thomas Swann) and he authorizes me to say that the views herein expressed meet his entire concurrence, as I sincerely hope they will yours.
