Colonel - In reply to your Telegram in regard to Report of Schools for August and September, I have to state - that such report has been made. It is incorporated in Col. Thomas' Report dated October 12th. After the 17th page of that Report, the Report of the Surgeon in Chief is inserted, and immediately following that comes mine.

I took charge here in July; and only two or three schools were in operation, whose teachers ever reported to the Freedmen Officers. These teachers considered their schools mere ad interim affairs, coming between those that had been under Col. Eaton's superintendence, and those that should be organized under the Bureau. In these circumstances I attempted no supervision of them. What information I could gain is embodied in the abovementioned Report. I am collecting full information for October, and hope to be able to make satisfactory reports.
