General:-
I have the honor to furnish the following statement of the case of Mr. Henry A. Middleton, of Georgetown, S.C., petitioner for restoration of Crops, who will present to you in person his papers upon which I have endorsed my decision. It is important, because a principle is involved applying to all the plantations similarly situated.

The petitioner, Henry A. Middleton, left his Plantation, "Weehaw" upon the approach of Union forces, and remained within the territory of the so-called "Confederate" States until after the cessation of hostilities. In the meantime, and until July 1st, he held no communication whatever with his plantation, or the freedmen, or the Agent of this Bureau, either in person or by Attorney, although he might have done so had he desired.
