Our duties being reduced to this scope, it will be impossible for us to bring on a collision with the civil authorities, and I hope the people of this state breath easy about the assumption of power, by the Freedmen's Bureau.

I think you will agree with me, that from your observations, there is no danger of an insurrection among the Freedmen. That hobby has been used for some time by the people in order to get rid of negro troops and the Bureau.

I hope my officers throughout the State gave you all the assistance in their power, and by their attention made some amends for my absence.
