I could not pay them
The men worked in good faith and should be paid, as Capt Toby deceived and cheated them.
The buildings were put up for negro quarters; and now used for Hospitals; not rented
Mr. Parr. was employed and paid by me
The bills contracted by Capt Toby amount to some $2000 never of which were ever reported at this office but have been presented since his mustered out.
