SEC. 2d. Congress shall have power to enforce this article by appropriate legislation; therefore
Be it resolved by the General Assembly of the State of Arkansas, That the foregoing recited article, thirteen, (13) be, and the same is hereby, fully approved and ratified as a part of the Constitution of the United States. 

APPROVED, this 20th April, 1865.
