It is, therefore, recommended that all organizations, societies and individuals who are interested in the progress of the American Indians examine the proposals for withdrawal of Federal services with definite attention to the importance of continued and sustained programs in education, health, relocation and placement and welfare, in particular, and the other work which Indian Service does in general before such services are terminated either by legislation or by attrition. 

EDUCATION

Every Indian child should have opportunity for a common school education. 

The importance and advantages of public school education are fully recognized and in every case where an Indian child can attend public schools, the force of the Federal Government and of the State government, county organizations and school districts should contribute to this end. 

Where it is necessary because of special hardship or conditions peculiar to Indian communities the public schools may not flourish without assistance, it is recommended that the Johnson-O'Malley Contract be used as a device for assisting such community schools.
 
Where it is impracticable to provide public schools, it is recommended that the Federal Government continue the
