Refers case of Thomas Woodard of Springfield Tenn. Stating that in Feby 1864 he sold one of his slaves to a freeman of Color who being dissatisfied complained to Genl Fisk who ordered the money refunded and a fine of $50 00/100 applies for redress. | Dec 16th 1865. Respectfully referred to Brig Genl C B Fisk Asst Comr &c for remarks By order &c MW A.A.G.
Rec'd back Dec 27t 1865, with report that Mr Woodwards statement is not altogether true. "Henry" was a free man made as by Act of Congress approved July 17t 1865. The case had been fully investigated by a Pro Marshal under orders from Genl Thomas prior to the establishment of the Bureau. I ordered the execution of the Pro Marshals judgement. Mr Woodward was advised that he could appeal to me at any time with any evidence he might have showing why the judgement was not correct. Has failed as yet. Will cheerfully hear him at any time and issue justice. Dec 27 1865. Respectfully returned to the President of the US whose attention is invited to the endorsement of Bvt Maj Genl Fisk Asst Comr &c from OOH Rec'd back. Jany 31/74. WGP. |
