rent between the Treasury agent and the lessee, it would seem to be justly due and collectable; if it is a restriction on trade, it would appear to be annulled by the President's Proclamations of June 13th and 24th, 1865.

The whole subject is hereby respectfully referred to you for action through your bureau, as the Treasury Agents have been virtually, and will be specifically, instructed not to engage in the collection of this rental tax.
