which would require each shipment to be approved either at Detroit, Mich, or Washington D.C., there must be constant delays [[strikethrough]] that [[/strikethrough]] both in our work of Relief and Education. During the past year we have shipped from this point sores &c to the value of nearly $200000. & we hope to do still more this winter with the facilities we believe the Government willing to grant us.

I would further suggest that the order be so modified as to authorize Quartermasters to turn the stores &c over to the authorized agents of the American Freedmens Aid Commission (the national society that now comprises all the important organizations in the whole country) as well as to the officers named.  The stores will in the main be distributed by the Agents & Teachers of the Commission most of the books will go into the schools supported by this organization, hence it would simplify the business & prevent delays to [[strikethrough]] have [[/strikethrough]] continue this provision of Em. Order No 70.
