State of Mr. Fowler of Baltimore

I have been a Merchants Shipping Master in the City of Baltimore for the last Thirty five years.  Sometime in the fall of 1863, I was requested by Commodore Downing to obtain rooms for a Naval Rendezvous, which I did.  Soon after the rooms were obtained, Capt Johns Bohrer now appointed Recruiting Officer for the U.S. Navy, and took charge of the rooms.  During the latter half of the Year 1864, the City of Baltimore commenced paying a bounty of three hundred dollars to men shipped on the U.S. Navy for two or three years.  During the month of August, a number of the Men that were shipped by Capt Bohrer and presented to him by me, were sent to sea without having received their City bounty; all these men are credited to the (12th) twelfth Ward of Baltimore. Capt Bohrer gave me a Certificate for all of these men.  I received the money on all these Certificates; I gave to Capt Bohrer half of the money drawn on these Certificates, and paid, "with the exception of five hundred dollars," all of the money, amounting to
