leave to Academy. income to be spent by Council in purchasing paintings produced by Americans-2/3 of fund to be spent in purchase of works by men of 45 years and over - & it remains optional to spend the remaining 1/3 on works of younger men or not as they see fit.  Pictures purchased to be given (so long as open to public) by Council to any Art Institution in America who will accept them on the understanding the National Gallery of Washington administered by Smithsonian -shall be allowed to reclaim without cost the picture for their collection - if they desire for a period of 5 years beginning at 10 years after to 15 years after the Artists death. (10 to 15 years after death)
