MEMORANDUM OF AN INTERVIEW BETWEEN DR. ARTHUR H. MEYERS OF MYSTIC, CONNECTICUT, AND MR. PHELPS, JANUARY 23, 1917, DICTATED BY MR. PHELPS SOON AFTER DR. MEYERS LEFT THE OFFICE.

Dr. Meyers called at 11.40 A.M. and saw Mr. East and Mr. Phelps. Mr. East was soon called out of the room and Mr. Phelps talked with Dr. Meyers at length. Dr. Meyers states that the services for which he had a bill extended over three years past. Prior to that he had rendered some services which had been paid for. During the last three years he attended at Mr. Ranger's house frequently. He also made social visits for which he had made no charge. Mr. Ranger also frequently called on Dr. Meyers at his office and received treatment. During the last year Mr. Ranger had a bad condition of the jaw with pus. Dr. Meyers kept no account of his treatment and is unable to give dates with any accuracy. He never rendered a bill to Mr. Ranger and Ranger never asked for it. Dr. Meyers says that he is a poor hand at sending out bills and has frequently let some run for a number of years. He professes to want nothing but what is right and fair and at the suggestion of Mr. Phelps he said he would go over the whole subject in his mind and try and itemize his account as far as possible. He would either come in again or mail us bill thus itemized. While he knew that Ranger was in a bad condition he had not expected Ranger to die so soon and had given no thought to the bill. He professed surprise at the claim put in by Parks and stated
