Washington Feb 3rd, 1865
New York. April 11th 1850

Gentlemen the Bearer of this.
Mr. Wm H. McLean was Mate of the Ship Roscoe for two years then passed the Board of Examination in navigation at Grinnock Scotland then was made Master of the Ship Legrange of New Orleans her Master having died.  Capt McLean commanded that ship for near five years in my employ. he being a good Navigator and competent Seaman I can highly recommend him as a competent [[crossed out]] seaman [[/crossed out]] Ship Master his conduct having been that of a gentle man and Master.
