General,
The newspaper enclosed has been such is the President from Columbus, under date of May 10th 1866, with the statement that this paper is being circulated among the Freedmen, by the officers and Agents of the Freedmen's Bureau, and that such circulation is productive of excitement and a tendency to violence, perhaps insurrection among the Freedmen. I am directed to enclose the paper with this statement for your information.
