March 15 1866. IBP Respectfully referred to Bt Brig Genl Jas C Beecher Comdg 2nd Sub District for report. By Command of Bt Maj Genl Devens M. H Tice Capt 35th USCT. AAA Genl Hd. Qtrs. 2d S.D. M.D.C. Summerville S.C. March 16th 1866 Respectfully returned, A general charge like the within only admits a general denial which denial I desire to give with as much emphasis as military etiquette permits. I would respectfully suggest that some instance be specified. I do not believe that a single valid land title has been interfered with, if it has, it is not by my orders, but is in direct disobedience thereto. If reported at these Hd. Qtrs. such a case would be rectified within Twenty-four hours. James C. Beecher Bt Brig Genl Com'dg. [[stamp]] RECEIVED HD. QRS. MAR 16 1866 [[/stamp]]
