races - there being no distinction in regard to color, in the right of franchise or any other privilege whatsoever. The Government assumes a watchful guardianship over the rights of these immigrants and guarantees to them assured enjoyment of all the rights conferred upon them by the laws. Colored people hold 
high Government positions in the Civil and Military service, in the learned professions, and in all the acreations [[accretions]] of life, and inter-marriages between the races are rapidly obliterating those prejudices which exist in this Country, and an unrestricted social intercourse is elevating and refining the colored race. We sincerely believe that this scheme of immigration to Guiana, commends itself to the respect considerations of Philanthropy, and we humbly trust that it may so address itself to you General - whose unremitted efforts for the promotion of the welfare of the Freedman has challenged the admiration of the humane and philanthropic throughout the land.
