General Howard having been directed to arrest all the officers of the Freedmen's Bureau in North Carolina, I would respectfully recommend that Genl Ruger be ordered, by telegraph, to assume the duties of Asst. Commissioner for his Department at once and that his Chief Quartermaster be directed to relieve the disbursing officer of the Bureau now serving under Bvt. Brig. Gen. Whittlesey.
