The number of people who have participated in this bounty of the General Government amount to about 4500 for the month of July. 

As to specific cases of severe destitution they are so general that it would be superflous to undertake to specify. 

During the months of April and May the W. & S. R. R. furnished employment for all in the way of getting wood & crossties for said road and but for that there would have certainly been starvation in the desolated counties of this region of the state, but that employment ceased sometime in June and will not be resumed until September and hence these in now very little chance for employment as the farmers have nothing with which to pay.

Cases of Actual Starvation have been reported to my office, but they need Authentication. Whilst some have been extremely destitute, yet I do not believe that any have actually starved. I do not doubt that on account of severe Hunger many have contracted disease that has precipitated their death
