Enclosed herein I take the liberty of handing to you a communication from General Howard to Maj. Gen. Foster, in regard to certain property here, held by Rev. A.T. Porter, as Guardian for Josephine Sesesne, the undersigned being the legally appointed attorney of Mr. Porter.

Will you be kind enough, Sir to hand this paper to Gen. Foster, and get from him some order which will enable the property redeemed through the U.S. Tax Commissioners, according to the provisions of the tax law, to be restored to the possession and use of the orphan and minor, by its guardian Mr. Porter.

I beg leave also to enclose you a suggestion from Judge Stickney as to the possibility of making the same paper a medium of great service to many others of your suffering constituents
