Genl Stoneman doubts his power to convene a military commission for the trial of these villains. A trial in the civil courts I fear would be a farce. The testimony is chiefly of colored persons who are as yet excluded from the witness box by the laws of the state. The "Civil Rights Bill" as interpreted by the Government's law offices in Memphis is of no avail. I suppose the accused might be arraigned before Officers of the Bureau under Paragraph VII Circular V Bureau R.F & A.L series 1865. On this point I would specially like your advice and instruction.

Three of the Schools are again in operation  The "Phoenix Freedmen's Institute" will open next week. Spelling-books will prevail over Shilalahs. A carefully prepared estimate of the damages sustained by the Bureau in the destruction of its buildings will be presented the City authorities for payment
