Not withstand all of this the bulk of Mr.B. report concerns itself with his belief that whatever can be done to strengthen the position of am. art should be attempted thru the mechanism of the comm of Fine arts, earned by Mr.Biddles membership on the commission  - He reports the prior - as [[strikethrough]] stating [[/strikethrough]] holding that view and [[strikethrough]] man chapman & achieve of the same opinion [[/strikethrough]] that he in his letter of acceptance on his appointment to the comm. recommended to the president that what might be possible  at the present time to be done for artists, namely the settling up of a project to send artists to combat divisions  to make a war record & the rise of art in cultural programs to establish better ties between friendly nations should be done thru the comm of Fine Arts
