Maj Gen O.O. Howard
Com'r of Bureau R F & A L.

Respected Sir

I hope your honor will pardon me for presuming to address you a letter - but believing that you desired to know the condition of the country and that you would listen to the cry for help - I beg your indulgence a few moments. I have been & am now acting as an agent for the Freedmen in this county. Everything connected with the opperations of the Bureau is working smoothly in this County
The freedmen are conducting themselves well & the white people seem disposed to do them justice I believe the Bureau as conducted here is a blessing & that we could not do well without it it acts as restraint upon the Employer or rather a moderator between Employer & laborer
