Baltimore, Md. Sept. 28, 1866
I arrived on the camp meeting ground at Shipley's woods at 3 o'clock in the afternoon of Aug. 30, 1866. I was in and out of the circle several times during the afternoon. I saw nothing to indicate any disturbance until between 11 and 12 o'clock that night I was sitting in a "board tent" on the east side of Preachers Stand- I then for the first time heard a noise and boisterous talking towards the colored peoples camp: I immediately went in that direction, and between the preachers stand and colored peoples camp I saw two young white men (one named Harmon) who said they had been struck by some negroes. I spoke  to them and told them that they should not be there making a disturbance. they said they had not been, that they had been struck while standing there and quietly looking on - I then saw Mr. Downs who was one of the managers of the Camp ground, standing some distance from where these negroes were, shaking his finger or hand at them and asking them to be quiet. I said to Mr. Downs - it is no use to be so far off - go nearer and talk with them - he did not go. I then passed him and went to the negroes - I then remonstrated with them, begged them to be quiet and put down their clubs, which they did
